This person ran a red light, not the last stage of a green light from about 75 mph and was saved by a hair to me. This was no accident of survival. This person must be of what almost happened this morning, deliberately caused by careless driving.

Nothing happened. What are you doing, is called "harassment".
Not a good idea in general to try to find and the people who like to confront the insane drive. It is a great way to be killed, actually.
